Capacities and territorial innovation in primary health care strengthened

Argentina made considerable progress in transforming primary health care (PHC) through a comprehensive strategy focused on human capital development, knowledge management, and the promotion of innovation in PHC.  

Enrollment in the PAHO Virtual Campus for Public Health, with presence in all 24 jurisdictions, expanded substantially, recording growth of 1090% between 2018 and 2025 and accumulating more than 57 000 new enrollments. This strengthened enrollment made it possible to expand critical competencies among the health workforce, contributing to the democratization of access to knowledge and to the consolidation of a more homogeneous capacity base at the national and subnational levels.

PAHO also promoted the identification, systematization, and dissemination of three innovative PHC experiences in the provinces of Santa Fe and Tucumán. These processes fostered peer learning and the dissemination of locally relevant good practices, while technical dialogue spaces between national authorities and first-level care teams facilitated the alignment of priorities and the adaptation of care models to local contexts.

Taken together, these results strengthen the system’s capacity to respond in a more integrated, resolutive, and people-centered manner to population health needs. In addition, they support the implementation of priority regional efforts such as the PAHO Better Care for NCDs initiative and PAHO Disease Elimination Initiative, contributing to improved access, quality, and continuity of health services.
