Argentina succeeded in expanding access to essential health technologies for all by consolidating the PAHO Regional Revolving fund for Strategic Public Health Supplies (the Strategic Fund) as a federal pooled procurement mechanism. Purchases made through the Strategic Fund generated average savings of up to 77%, with cumulative savings exceeding USD 27 million, optimizing the use of public resources in the context of fiscal constraints.
PAHO technical cooperation facilitated the adoption of demand planning and consolidation practices, contributing to improved efficiency in public spending. During the biennium, the formalization of agreements with all 24 jurisdictions enabled every province to use this mechanism in a standardized manner, strengthening governance of access to health technologies, and helping to reduce territorial gaps in access. In parallel, advocacy efforts to promote demand for health technologies through the Strategic Fund led to an increase in the portfolio from 30 products in 2024 to 50 in 2025, enhancing planning, demand consolidation, and the strategic utilization of the mechanism.
In addition, PAHO supported a strategic alliance with Pfizer and Sinergium to promote local production of the pneumococcal vaccine,, reflecting one of the key lessons learned from the COVID‑19 pandemic regarding supply security, carbon footprint reduction, and public–private cooperation.
In parallel, PAHO supported the strengthening of national capacities for the development and production of mRNA vaccines through a USD 1.5 million donation for equipment and training, contributing to health security and technological self-sufficiency.
Overall, strengthening the utilization of the Strategic Fund in Argentina enhances the health system’s capacity to respond in a timely and efficient manner to population needs at the territorial level, thereby contributing to health for all and reinforcing financial protection.
