During the 2024–2025 biennium, PAHO contributed to strengthening Dominica’s health governance and stewardship by reinforcing core system capacities that underpin access to quality services. Through direct technical cooperation delivered by the Eastern Caribbean Countries office, PAHO supported national efforts to strengthen health workforce governance, with a focus on health workforce planning and forecasting. Capacity-building activities enhanced the Ministry of Health’s ability to generate, analyze, and use workforce data to inform strategic decision-making, investment planning, and service organization.
This support addressed longstanding constraints related to limited human resources and distribution challenges that affect the first level of care and referral services in small island settings. By strengthening institutional capacity to plan for current and future workforce needs, PAHO helped to foster favorable conditions for continuity and quality service delivery for all. These system-level improvements contribute to more resilient integrated health services networks, enabling Dominica to better respond to population health needs across the life course and to advance toward health for all through a more sustainable and strategically managed health workforce.
