PAHO’s participation in the 30th Conference of the Parties to the UN Framework Convention on Climate Change (COP30) marked a historic milestone by placing health at the center of global climate policies, contributing to the approval of the Belém Health Action Plan and the national adaptation plan (AdaptaSUS).
PAHO played a strategic role by providing technical support and facilitating coordination among countries and partners, ensuring alignment of the plan with scientific evidence, regional agendas, and internationally accepted frameworks. The Organization supported consultation and consensus‑building processes, including the convening in Brasília of a preliminary climate and health meeting and the Global Conference on Climate and Health, which brought together governments, the United Nations system, academia, and civil society to ensure the legitimacy and feasibility of implementation. It also contributed to the development of key technical inputs, such as the COP30 Special Report on Health and Climate, and tools for action and social participation.
This achievement strengthens the capacity of health systems to adapt, mitigate risks, and enhance resilience to extreme events, with an emphasis on populations in situations of vulnerability, generating positive and sustainable impacts on health and well‑being.
