During the 2024–2025 biennium, PAHO supported Barbados in strengthening health system performance by advancing service delivery optimization and evidence-informed decision-making. Through direct technical cooperation, PAHO facilitated the application of a global tool that enabled the systematic mapping of services across levels of care. This process identified gaps, inefficiencies, and opportunities for better integration within the national health system, providing the Ministry of Health and Wellness with actionable evidence to guide service organization and purchasing decisions.
By clarifying which services can be delivered locally and which require referral, Barbados is better positioned to ensure more efficient use of resources, improved continuity of care, and health for all, particularly for populations requiring treatment overseas. These results strengthen stewardship and governance functions and contribute to improved service coverage and quality, reinforcing progress toward health for all and more sustainable health system performance in Barbados.
