The HEARTS initiative was scaled up nationally in Mexico, with key technical assistance provided by PAHO to accelerate the strengthening of the country’s response to noncommunicable diseases (NCDs) during the biennium. Support focused on the development of clinical pathways for diabetes and hypertension; training of health personnel in quality improvement methodologies and self-assessment of primary health care (PHC) facilities; and hands-on support to facilitate the institutional adoption of the model.
As a result, the country expanded HEARTS coverage from 3.8% to 33% between 2024 and 2025, incorporating four additional states and health subsystems, including the Institute for Social Security and Services for State Workers, IMSS, and the State-owned petroleum company (PEMEX), and extending standardized, evidence-based practices. PAHO’s contribution facilitated the harmonization of protocols, strengthened teamwork in PHC, and improved clinical follow-up – all essential elements for the effective control of cardiovascular risk factors.
This scale-up contributes to improving the quality and continuity of care, with expected effects on reducing complications and mortality from NCDs, and is aligned with the Better Care for NCDs initiative and national priorities for strengthening PHC.
