During the 2024–2025 biennium, PAHO provided strategic support to strengthen the Mexican Social Security Institute (IMSS)–Bienestar as a cornerstone of efforts to expand health coverage for populations without social security coverage in Mexico.
Technical cooperation focused on supporting the design and initial implementation of a service integration project aimed at reducing access barriers, particularly for highly mobile populations, and facilitating institutional coordination spaces and capacity‑building efforts in the context of the rapid expansion of the model of care.
Support included the rationalization of medicines and supplies lists, strengthened logistics and supply chains, recruitment and training of health personnel, and modernization of first‑level health care facilities. PAHO also promoted the incorporation of specific mechanisms to ensure effective access for mobile populations through a rights‑based, intercultural, and non‑discriminatory approach, contributing to improved service organization, continuity of care, and the reduction of financial barriers.
These advances strengthen resolutive capacity at the territorial level and create enabling conditions to improve health outcomes through more integrated and accessible people- and community‑centered services, with expected impacts on reducing gaps in access and care.
