Integrated mental health services strengthened within primary care

PAHO contributed significantly to improving Dominica’s capacity to reorganize and integrate mental health services into primary health care during the 2024–2025 biennium. Through a multicountry strategy implemented in collaboration with national authorities, PAHO provided direct technical assistance to strengthen mental health governance, service capacity, and community-based approaches. In Dominica, workforce competencies were reinforced through training in accordance with internationally accepted standards and QualityRights-related actions, equipping primary care providers with standardized tools to identify, manage, and refer mental health conditions. Additional support advanced mental health literacy, youth engagement, and suicide prevention capacities, helping to reduce stigma and improve early identification of mental health conditions.  

These efforts support a transition toward more rights-based, people-centered, and integrated models of care. By strengthening primary-level mental health services, PAHO’s contribution enhances continuity of care, improves access for underserved populations, and supports better health and well-being outcomes, while also advancing the Better Care for NCDs initiative through integrated service delivery.
