A landmark achievement during the biennium was Haiti’s formal adoption of the Maternal Death Surveillance and Response (MDSR) strategy as a national intervention, marking a decisive step toward reducing maternal mortality.
PAHO provided sustained technical leadership to support the Ministry of Public Health and Population in building national capacity through targeted training for key stakeholders, accompanying central and departmental supervision missions, and supporting the development of clear terms of reference to guide the establishment and functioning of MDSR committees. As a result, MDSR committees were established in five departments and, for the first time, a national MDSR committee was formally established.
This created an institutionalized platform for the systematic review of maternal deaths, the identification of avoidable factors, and the formulation of corrective actions. PAHO also contributed to high-level technical dialogue that reinforced maternal mortality reduction as a national priority.
By strengthening governance, accountability, and data-driven decision-making across levels of the health system, this achievement laid the groundwork for more effective prevention of maternal deaths. It directly contributes to improved quality of care across the life course and aligns with regional efforts to accelerate progress toward zero preventable maternal deaths.
