Mental health integrated into primary health care

PAHO played a central role in strengthening Grenada’s capacity to reorganize and integrate mental health services into primary health care. 

Through direct technical cooperation, Grenada advanced key policy and legislative outputs, including the completion of drafting instructions for a mental health bill, aligning the national framework with rights-based and community-oriented approaches. Complementary support focused on service delivery and workforce capacity, including training of primary care providers using the Mental Health Gap Action Programme (mhGAP) guidelines and QualityRights approaches. These actions equipped frontline health workers with standardized tools to identify, manage, and refer priority mental health conditions, while reinforcing governance and accountability for mental health services. 

By strengthening both the policy environment and practical service capacity, PAHO helped Grenada shift from institutional, fragmented models toward integrated, people-centered mental health care. This contributes to earlier detection, reduced stigma, improved continuity of care, and better population-level mental health outcomes over time.
