PAHO made a decisive contribution to strengthening emergency health preparedness and response in Mexico through technical and financial support for the certification of a type 2 emergency medical team (Centro Operativo para la Atención de Contingencias - COPAC), ensuring compliance with international standards for clinical care in critical situations.
Cooperation included technical mentoring, simulation exercises, and support for verification processes and the procurement of supplies, consolidating capacities for rapid and effective deployment in disaster settings. In addition, PAHO supported the designation of IMSS as a PAHO/WHO Collaborating Center for Resilient Hospitals to Health Emergencies and Disasters, through the development of virtual training courses and coordination of the designation process. Prehospital response capacity was strengthened through the implementation of the medical emergency information system SISMED 911, adapted to the Mexico City medical regulation model.
These advances improve early detection, timely response, and the continuity of essential services, helping to reduce the risks, morbidity, and mortality associated with health emergencies.
