Aruba advanced toward rehabilitation services for all by developing its first comprehensive national strategic plan for rehabilitation. With sustained technical leadership and facilitation from PAHO, the territory brought together a wide range of stakeholders in a participatory, evidence‑based process to develop a coordinated, person‑centered vision for rehabilitation services across the country. The plan was grounded in evidence generated through extensive consultations and the PAHO‑supported Systematic Assessment of Rehabilitation Situation (STARS), which identified key gaps and opportunities across policy, service delivery, workforce, and system organization.
By translating assessment findings into clear priorities for action, PAHO helped Aruba to create a strong enabling environment for accessible, high-quality rehabilitation services. The plan has been developed in direct response to Aruba’s aging population and the growing need for rehabilitation services among people with injuries, noncommunicable diseases, and other chronic conditions. It provides a strategic platform for expanding rehabilitation capacity, improving functional outcomes, and enhancing quality of life. Through this collaboration, PAHO has helped to equip Aruba with the tools and strategic direction needed to strengthen the rehabilitation sector and advance a more comprehensive and resilient health system.
