National health governance strengthened through a new strategic plan

During the 2024–2025 biennium, PAHO provided direct technical cooperation to Saint Lucia to strengthen health governance and stewardship through the application of the Essential Public Health Functions (EPHF) assessment and strategic planning support. This process enabled the Ministry of Health to finalize the development of a new national strategic plan for health grounded in evidence, policy dialogue and alignment with national objectives. PAHO supported the EPHF assessment, facilitated policy dialogue, and helped to translate the findings into a coherent national road map that clarifies priorities, roles, and accountability mechanisms.  

By strengthening stewardship and planning capacities, this achievement contributes to more coherent policy implementation, improved coordination across the health system, and better alignment of resources with population needs. Over time, these governance gains create an enabling environment for expanded access to quality services, stronger primary health care (PHC), and greater progress toward health for all in Saint Lucia.
