National leadership and coordination for NCDs strengthened

During the biennium, PAHO supported Haiti in establishing its first national coordination unit for noncommunicable diseases (NCD), injuries, and mental health, significantly strengthening national leadership and governance in this priority area. 

Through targeted technical and operational cooperation, PAHO supported the consolidation of fragmented programs into a single coordination mechanism, enhancing accountability and multisectoral engagement. Building on this foundation, and with PAHO’s normative guidance and facilitation, Haiti finalized and launched its first multisectoral strategic plan for NCD prevention and control for 2025–2030, providing a clear national road map to reduce premature mortality and improve service delivery. PAHO strengthened evidence-informed decision making by supporting the production and dissemination of the first report of Haiti’s National Commission on Noncommunicable Diseases, Injuries, and Poverty. Service delivery capacities were reinforced through PAHO-supported rollout of the HEARTS technical package in primary care, including training of 300 community health workers. 

By advancing governance, strategic planning, and service integration, this achievement contributes to improved access to quality NCD and mental health services and aligns with the Better Care for NCDs initiative, addressing a growing burden that disproportionately affects populations in vulnerable situations.
