Progress made in the coordination of integrated health service networks and clinical management of patient flows

PAHO contributed to strengthening the Venezuelan health system by promoting the organization of comprehensive community health areas and the development of integrated health service networks (IHSNs).  

In coordination with national authorities, an agreement was established for the design and implementation of coordinating centers and comprehensive care pathways in the state of Miranda, aimed at improving the functional articulation of services. The Organization provided technical cooperation and strategic advocacy to promote the understanding and adoption of this approach to clinical management of patient flow within an integrated health system based on IHSNs with a primary health care (PHC) focus, supporting the development of the professional and institutional capacities necessary for its implementation.  

This achievement aims to strengthen system governance and service coordination, fostering continuous and comprehensive care throughout the life course. Progress in the organization of IHSNs contributes to reducing system fragmentation, improving cross-sectoral efficiency in resource use, and expanding timely and qualified access to services, aiming to impact waiting times and queues, with expected positive effects on population health outcomes.
