During the 2024–2025 biennium, PAHO provided technical cooperation to strengthen the resilience, quality, and continuity of emergency and obstetric care at the Hôpital Universitaire La Paix, the only major public referral hospital serving the metropolitan area of Port-au-Prince.
In a context of severe insecurity and repeated disruptions to health service delivery, PAHO provided sustained technical, logistical, and financial support to ensure the hospital’s continued operation, including the provision of essential medicines and medical supplies and the facilitation of a Letter of Agreement to finance the hospital’s mass casualty preparedness plan. As a result, in 2025 approximately 21 200 patients accessed free of charge emergency care, while more than 1585 women benefited from lifesaving caesarean sections provided at a 50% subsidized rate for all women or free of charge for the most vulnerable populations, including internally displaced persons. Across the biennium, 41 842 patients received free emergency care and 2916 women received lifesaving obstetric surgery at the hospital.
In parallel, PAHO advanced digital transformation at the hospital as a strategic enabler of quality and continuity of care under crisis conditions. With support from the Inter-American Development Bank, PAHO provided technical leadership for the implementation of an electronic medical record system, including the establishment of an implementation committee, procurement of information technology equipment, and training of 83 hospital staff, with initial rollout in the outpatient department supported by onsite technical assistance.
Together, these complementary investments in emergency readiness, service financing, and digital health strengthened the hospital’s capacity to deliver timely, safe, and effective emergency and obstetric care, reinforced health system resilience in a fragile urban setting, and demonstrated how digital transformation can directly support lifesaving service delivery during protracted crises.
