Safe blood transfusion services sustained in a fragile context

During the 2024–2025 biennium, PAHO played a critical role in sustaining essential blood transfusion services in Haiti in the face of persistent insecurity, prolonged electricity outages, and severe operational disruptions. These conditions posed a direct threat to the continuity, safety, and reliability of the national blood supply. 

Through close collaboration with the Ministry of Public Health and Population, PAHO mobilized targeted technical and operational support to protect this life saving service. With Global Fund resources totaling USD700 000, PAHO procured and delivered essential blood screening supplies, including reagents for infectious disease testing, enabling Haiti’s national blood transfusion program to maintain uninterrupted screening and quality assurance functions. Complementing this, and with support from the Inter American Development Bank, PAHO facilitated the installation of sustainable solar energy systems in four strategic national blood transfusion centers, reducing dependency on unstable power sources and strengthening operational resilience. 

These combined interventions safeguarded the availability of safe blood for emergency, surgical, obstetric, and trauma care at a time when access to health services was severely constrained. By ensuring continuity of transfusion services, PAHO helped prevent avoidable deaths, supported the functioning of referral hospitals, and reinforced the resilience of a core component of Haiti’s health system. This achievement illustrates how targeted technical cooperation and strategic partnerships can protect essential health services in fragile and crisis-affected settings, contributing directly to improved access to quality care and to the broader goal of health for all.
