During the 2024–2025 biennium, Montserrat strengthened health service planning and governance through the application of the global Service Planning, Delivery, and Implementation (SPDI) tool.
Through direct technical cooperation from PAHO, national authorities were enabled to systematically map available health services across levels of care, identifying gaps, redundancies, and opportunities for integration within Montserrat’s health system. This structured analysis enabled evidence-based decision-making to strengthen strategic purchasing, particularly in relation to overseas care. This approach can improve efficiency by determining which services could be delivered locally and which would require referral, a critical consideration for small island settings.
The achievement strengthens stewardship and governance by embedding analytical tools into planning processes and supporting progress toward universal health coverage through more coherent, people-centered service delivery.
