Territorial capacities strengthened through a policy on human talent for health 

PAHO provided decisive support to Colombia in the launch and initial implementation of the Public Policy on Human Talent for Health 2025–2035, a strategic milestone for the sustainability of the health system.

Through specialized technical assistance, the Organization contributed to a policy that comprehensively addresses the training, distribution, working conditions, governance, and digital transformation of the health workforce, with an explicit focus on health for all. PAHO also supported the development and deployment of a health workforce planning and management tool for the policy’s operationalization. Its initial implementation in eight priority departments strengthened capacity for planning based on territorial needs.  

The strengthening of the country node of the PAHO Virtual Campus for Public Health, aligned with the policy, expanded access to continuing education and contributed to the development of critical competencies for primary health care and health risk management. During the 2024–2025 biennium, participation in the Colombia node grew substantially. Enrollment increased by 92% compared to the previous biennium, and the number of certified participants grew by 97% to reach 546 984 people, who successfully completed the courses offered.

These results strengthen the availability and capacity of health personnel where they are most needed, directly impacting the quality, continuity, and timeliness of services and supporting sustained progress toward health for all.
