PAHO supported Saint Lucia in strengthening governance and service delivery for NCDs by providing direct technical cooperation to update national NCD planning and expand evidence-based interventions in PHC. Key contributions included support to national policy frameworks, scale-up of the HEARTS initiative for hypertension and diabetes management, and strengthening of digital surveillance platforms to improve monitoring and decision-making.
These actions improved the capacity of primary care services to deliver standardized, people-centered NCD care while bolstering prevention and risk-factor reduction efforts. By embedding NCD services within PHC and improving data use, PAHO helped to lay the foundation for more effective management of chronic conditions, reductions in avoidable complications, and long-term gains in population health and health system efficiency.
