After the publication of final evaluation reports, PAHO Evaluation provides critical support to the entities implementing the evaluation's recommendations. Part of this includes helping the relevant stakeholders prepare the management response, plan, and launch implementation. With this, PAHO Evaluation helps ensure that evaluation findings are considered and used by the Organization to produce the intended impact in improving PAHO's performance.
As part of PAHO Forward 3.0, PAHO begins to publish Management Response Plans for all corporate evaluations, marking a bold step toward greater accountability and a stronger evaluation culture.
To enhance efficiency in monitoring the implementation of evaluation recommendations, an Evaluation Implementation Dashboard was developed and piloted to track progress, visualize the status of recommendations, and present Key Performance Indicators (KPIs).
Our dashboard and implementation reports are updated quarterly to ensure real-time visibility and accountability. Beyond tracking progress, we provide continuous technical support to the entities leading the implementation of evaluation recommendations. Built in MS Excel and integrated with Power BI, the dashboard reinforces transparency and facilitates follow-up into actionable intelligence for stronger accountability.
The value of evaluations resides in their use. In 2023, PAHO started taking practical steps by establishing a dedicated working group for the implementation of the recommendations of the Evaluation of PAHO's Response to COVID-19, known as IREP-C19. This group oversees the implementation of the report's recommendations, ensuring that they are put into practice. From April to August 2023, PAHO Evaluation backstopped the entire process and provided crucial support in developing the IREP-C19 Action Plan. This coordinated effort reflects PAHO's commitment to learning from the past and actively working toward a more resilient and effective provision of technical cooperation in public health in the Region.
