During the 2024–2025 biennium, Uruguay achieved a major institutional milestone through the establishment of the Uruguayan Health Surveillance Agency (AVISU) as the national regulatory authority for medicines and health technologies. This development significantly strengthened national stewardship, governance, and regulatory oversight of health products.
Uruguay developed the National Plan for the Elimination of Communicable Diseases 2025–2030, addressing priority conditions including tuberculosis, HIV, syphilis, cervical cancer, Chagas disease, and hepatitis B and C, with a specific focus on the elimination of mother‑to‑child transmission.
During the 2024–2025 biennium, Uruguay consolidated structural advances in mental health planning and governance at the subnational level, in line with the implementation of the Mental Health Law. The country began the national expansion of departmental mental health plans, building on the pilot experience in Río Negro, with implementation planned across all 19 departments.
During the 2024–2025 biennium, Uruguay strengthened its health promotion approach based on healthy environments and community participation by consolidating and expanding the healthy municipalities and communities network as a key platform for local and intersectoral action.
During the 2024–2025 biennium, Uruguay advanced efforts to strengthen preparedness and response to public health emergencies in border areas, within the framework of Mercosur regional cooperation.
