This section introduces the outcome clusters, which organize the 28 outcomes of the PAHO Strategic Plan 2020–2025 by thematic area. It presents key achievements and challenges observed during the 2024–2025 biennium for each cluster, highlighting where integrated approaches unlocked results and where structural bottlenecks persisted despite significant technical progress.
Funding against the approved budget varied significantly across outcome clusters and biennia. At the aggregate level, the overall funding share increased from 77% in 2020–2021 to 90% in 2022–2023 and 92% in 2024–2025, indicating a steady strengthening of financing. However, funding levels differed widely across clusters, reflecting uneven resource mobilization patterns, varying degrees of dependence on a limited donor base, and the prevalence of earmarked voluntary contributions. In several cases, outcome clusters were also overbudgeted, further contributing to disparities in funding rates.
