During the 2024–2025 biennium, PAHO supported the formulation and adoption of the national regulatory policy for the integration of care services in Brazil, positioning the concept of primary health care (PHC)- based integrated health service delivery networks as the central organizing axis.
During the biennium, Complementary Law 68/24, regulating Brazilian tax reform, was approved. This landmark framework establishes the application of selective taxes on tobacco, alcoholic beverages, and sugar‑sweetened beverages, while ensuring tax exemptions for the basic food basket.
PAHO’s participation in the 30th Conference of the Parties to the UN Framework Convention on Climate Change (COP30) marked a historic milestone by placing health at the center of global climate policies, contributing to the approval of the Belém Health Action Plan and the national adaptation plan (AdaptaSUS).
Throughout the biennium, Brazil maintained a trajectory of recovery in childhood vaccination coverage, with progressive increases and greater homogeneity between states and municipalities. In 2024, the country ceased to be listed among the 20 countries with the highest number of unvaccinated children worldwide.
Brazil was validated for the elimination of mother‑to‑child transmission of HIV in December 2025, in keeping with internationally accepted guidance, becoming the most populous country in the world to achieve this public health milestone.
