During the 2024–2025 biennium, Honduras made structural progress in transforming its health system through a primary health care (PHC) approach, by consolidating strategic frameworks, strengthening integrated health services networks, and organizing a priority agenda informed by key assessments.
During the 2024–2025 biennium, Honduras achieved a substantial reduction in maternal mortality, declining from 65 maternal deaths per 100,000 live births in 2023 to 38 in 2025—a reduction of 41.5%. This progress was driven by an integrated territorial response that strengthened the clinical, operational, and logistical capacity of the health system, particularly in higher risk settings. PAHO made a critical contribution by translating normative and financial decisions into concrete operational improvements for emergency obstetric care and for the continuity of maternal and neonatal health services in prioritized territories.
In 2024–2025, Honduras expanded access to mental health services in 34 first level health facilities serving more than 2.7 million people, strengthening early detection and timely management through a community based approach.
During the biennium, Honduras agreed on a national road map for 2025–2030 to accelerate the elimination of 17 communicable diseases and related conditions, strengthening intersectoral coordination under the leadership of the Secretariat of Health. PAHO translated a broad objective into an actionable plan by designing and leading the methodological process, providing evidence and prioritization tools, and facilitating intersectoral and inter agency workshops to agree on actions, responsibilities, and coordination mechanisms.
During the 2024–2025 biennium, Honduras initiated the digital transformation of the health sector through the design and launch of the Digital Health Transformation Roadmap 2024–2030, under the leadership of the Secretariat of Health, with the aim of advancing toward more integrated, efficient, and people centered care. PAHO added value by ensuring that this process was grounded in strong technical evidence and guided by a systemic vision oriented toward sustainable, long term results.
